Prevention Supervisor

Department: Education & Community Services
Reports To: Community Health Manager
Status: Regular, 40 hours per week, 12 months per year
FLSA: Non-Exempt
Hiring Range: 21 ($23.10 to $25.62 per hour)
Location: Rainier Vista

Scope
The Prevention Supervisor will join our highly motivated and creative professional team to expand and enhance community based HIV, hepatitis, and substance abuse prevention services through community based Rapid HIV/hepatitis counseling, testing and referrals, educational workshops and extensive outreach to high risk youth, young adults and adults of color in Central, SE, and SW Seattle and South King County.
 
We are seeking someone who can work on multiple projects simultaneously and who is passionate about engaging high risk youth of color in making positive healthy choices. Key activities include coordinating evidence-based youth substance abuse and HIV prevention workshops; coordinating prevention workshops for parents; conducting and overseeing rapid HIV and hepatitis testing: coordinating, health fairs and other outreach events/activities to reach high risk clients, supervising peer health education programs at college campuses, overseeing data collection and entry and act as lead on quarterly reports to funders, and leading prevention media campaigns.
 
Individuals with particular expertise in working with targeted populations are encouraged to apply. The targeted populations include youth, young adults (ages 14-24) and adults from the following groups: African American, foreign born African, Latino/a, Asian, men who have sex with men (MSM), and other foreign born populations.

Responsibilities
  • Work as a team member of Neighborhood House and partners, including King County, local colleges and youth serving agencies. Work collaboratively with agency and partners to meet program goals. Report on progress and challenges as required.
  • Continually broaden expertise in HIV, viral hepatitis and substance abuse prevention, including risk and protective factor model, and serve as a resource person for the community and agency. Provide and conduct reports and literature/resource reviews to identify best practices.
  • Provide support to other program staff to ensure HIV and Hepatitis C testing protocol is followed under guidance and support from our Clinical Director and ensure testing program is meeting goals and reaching high risk populations of focus.
  • Supervise a team of part-time Peer Educators, parenting class staff and coordinate community outreach and prevention education activities on college campuses and youth serving agencies such as: community forums, health fairs, parent presentations, youth prevention clubs, youth leadership trainings and engagement activities.
  • Lead coordination of prevention media campaigns including Most Steer Clear, by working with media consultants/vendors as well as young adults to help develop and disseminate campaigns.
  • Implement evidence-based HIV/viral hepatitis and substance abuse prevention interventions that may include but are not limited to: Rapid Testing, Motivational Interview, Screening, Brief Intervention and Referral to Treatment (SBIRT), Parenting Workshops and Youth/Young Adult Workshops.
  • Train and supervise staff including intermittent/on-call staff, interns, volunteers or community partners to implement evidence-based practices with fidelity and high quality to meet program goals.
  • Recruit, orient, and coordinate vendors, contract facilitators, and volunteers to implement prevention activities.
  • Ensure programs are implemented and adapted to be culturally competent to meet the needs of our diverse youth/young adult population.
  • Assist staff and community partners in navigating the Strategic Prevention Framework. Annually conduct a needs assessment and update our comprehensive action plan.
  • Evaluate program effectiveness through maintaining program documentation. Overseeing data collection and data entry, and Preparing monthly, quarterly and annual reports.
  • Develop and update communications tools including websites, social media, email lists, newsletters and flyers.
  • Support policy change efforts on substance abuse prevention and other health related issues.
  • Maintain open and effective communication with service providers and colleagues. Collaborate with agency leadership, health and education partners, local businesses, community-based organizations, and the media to promote coalition’s mission and goals.
  • Participate in required funder and agency meetings and training events.
  • Monitor supplies and expenses to keep within program budgets.
  • Ensure implementation of agency and funder policies and procedures.
  • Ensure that sound health and safety measures are practiced in all activities.
  • Perform other duties as assigned.
Qualifications
Minimum Qualifications
  • Bachelor’s degree in Education, Health Education, Public Health, Social Work, Communications, Social Sciences, or related field. An equivalent qualification may be considered in combination with the required experience.
  • Minimum three years of work experience (professional and/or volunteer) in organizing people to create community change, program coordination, community-based programs involving youth, drug/alcohol/tobacco abuse, HIV/hepatitis or other related community health prevention or counseling.
  • Demonstrated ability and commitment to working with youth and adults with a variety of needs and from diverse populations.
  • Demonstrated ability to create and sustain effective relationships with community partners, foster and share leadership among individuals in the community, and build bridges among diverse community members and organizations.
  • Excellent skills in interpersonal, oral and written communication, as well as public speaking, training, group and meeting facilitation, and organization.
  • Self-starter who learns new concepts quickly, with proven ability to work both independently and as a member of a team. Able to creatively solve problems, work under pressure and meet deadlines.
  • Working knowledge of substance abuse prevention and prevention science, HIV/hepatitis, community development and mobilization, youth development principles, and community organizing approaches.
  • Highly proficient with Microsoft Office and general computer skills.
  • Must have completed the SAPST (Substance Abuse Prevention System Training or Substance Abuse Prevention Skills Training) or be willing to obtain this training in the first 12 months of employment.
  • Must have or obtain a Certified Prevention Professional (CPP) credential within 24 months of employment.
  • Must have reliable, independent transportation for frequent last-minute travel between Seattle worksites.
  • Willing to work occasional evening and/or weekend hours with occasional out of area conferences.
  • Willingness to comply with established agency policies and performance standards, which may include productivity/personal responsibility, client/customer services, teamwork and maintaining a professional demeanor.
  • First Aid Certification (within 30 days of hire).
  • CPR Certification (within 30 days of hire).
  • Sexual Harassment Training within 30 days of hire.
  • Child Abuse and Neglect training (within 2 weeks of hire).
  • Must pass Neighborhood House background check.
  • Position requires Washington State bi-annual criminal background re-check.
Desired Qualifications
  • Public relations, community mobilization and/or marketing skills preferred.
  • Experience in public health, coalition organizing, drug and alcohol prevention, environmental prevention strategies, program administration, policy/planning, or community mobilization preferred.
  • Ability to demonstrate intimate knowledge of the ethnic communities and community-based groups in South and Central Seattle and South King County.
  • Experience implementing evidence-based prevention programs. Successful experience in program coordination or project planning, implementation and evaluation.
  • Experience leading prevention media campaigns or other media targeting young adults.
  • Ability to demonstrate intimate knowledge of the ethnic communities and community-based groups in South and Central Seattle and South King County.
  • Experience implementing evidence-based prevention programs. Successful experience in program coordination or project planning, implementation and evaluation.
  • Thorough understanding of, and experience with, applying environmental prevention strategies (policy change, media campaigns, etc.) and the SPF planning framework concepts.
  • Experience supervising and supporting staff or volunteers.
  • Knowledge of local organizations, available services, and the community to be served.
