Center Based Supervisor - Preschool

Department: Child Development
Reports To: Education Manager - Preschool
Status: Regular, Full time, 12 months per year
FLSA: Exempt
Hiring Range: 26 ($55,848 to $62,046 annually)
Location: New Holly
Closing Date: April 12th, 2018, or until filled
Child Development Department staff support the Neighborhood House mission framework and Strategic Plan by contributing to the school readiness of low-income children and supporting their parents, care givers and community. The primary responsibilities of the Center-Based Supervisor is to plan, coordinate and implement a high-quality, comprehensive program (education, health and social services) for children and their families; guide and supervise staff in their provision of planning and implementing developmentally appropriate and culturally responsive curriculum for children and their families; and ensure that centers, classrooms and playgrounds are safe and promote learning across the five required domains.

Leadership and Supervision
  • Manage the daily operations of the center, including ensuring staffing and ratios are in accordance with funder and licensing requirements.
  • Provide leadership, motivation, and reflective supervision to the teaching staff.
  • Recruit, hire, train and supervise home visiting staff in alignment with NH and
  • program requirements.
  • Using data from regular classroom monitoring, including formal evaluations of the environment and child-teacher interactions, provide regular feedback to staff and volunteers for ongoing reflection and development of teaching skills.
  • Provide clear expectations, set individual and project goals, emphasize the highest quality management decision-making, mediate conflict, and promote employee growth and development.
  • Regularly observe delivery of classroom services, appraise the ongoing performance of staff and provide formal and informal feedback. Hold staff accountable for meeting performance expectations.
  • Provide ongoing coaching and problem solving with staff to ensure strong service delivery and client outcomes.
  • Collaborate with peers and participate in program workgroups as requested.
Program Planning, Design and Implementation
  • Assume responsibility for superior program performance of the Program. Take initiative towards continuous quality improvement by identifying areas of concern and seeking resolution that supports strong systems of care and supervision.
  • Conduct regular program monitoring of comprehensive child and family services in accordance with NH policies and procedures.
  • Conduct follow-up on concerns identified through monitoring to ensure corrective actions have been implemented.
  • Comply with required documentation and record keeping responsibilities home visits and for individual children.
  • Accurately complete assigned classroom records in a timely manner. This includes but is not limited to attendance, meal counts, safety checklists, in-kind, family partnership agreements, medication documentation, staff and volunteer time sheets.
  • Ensure that confidentiality is kept for all child and family records and information.
  • In collaboration with Management staff, analyze and aggregate child outcome data on a quarterly basis.
  • Ensure that ChildPlus is fully utilized to track the comprehensive services provided to families that the data is accurately entered by staff and that reports are regularly used to monitor delivery of services.
  • Collaborate with other staff in developing plans for activities and strategize on program development and implementation.
  • Actively pursue strategies to better integrate all Child Development services in order to provide the most appropriate and comprehensive program to families being served.
  • Anticipate future trends and articulate credible visions enabling innovative and appropriate program planning.
  • Design, implement and evaluate program development strategies.
  • Complete all required program reports accurately and in a timely manner.
  •  Perform other duties as assigned.
Promote and Support School Readiness and Family Engagement
  • Plan, create and implement a dynamic, individualized, developmentally-appropriate center-based program for children and families.
  • Actively engage parents in the program (parent orientation, parent/teacher conferences, home visits, parent committees, Policy Council) in meaningful ways which demonstrates the belief that parents are the principal influence on their child’s education and development.
  • Ensure regular parent involvement and/or awareness in program planning through regular open communication, parent meetings, and newsletters.
  • Build strong partnerships within the community with the aim of assisting families and strengthening the program.
  • Coordinate service plans (health, family engagement, social services) to ensure a comprehensive program which is in accordance with established program goals and objectives that include but are not limited to Head Start Performance Standards.
Ensure that teaching staff:
  • Implement the chosen curriculum to fidelity.
  • Conduct two parent/teacher conferences and two home visits annually for each family.
  • Provide strong language models and many opportunities for children to develop language.
  • Conduct the required initial screenings and ongoing observational assessment of child outcomes in accordance with Neighborhood House policies and procedures.
  • Create individual learning plans in coordination with other staff and families and make appropriate referrals when necessary.
  • Support transitions for families into and out of the program.
  • Establish classroom environments that are safe and promote learning across the five required domains.
  • Ensure children with special needs and/or suspected delay receive individualized care and classroom modifications.
Minimum Qualifications
  • BA/BS in Early Childhood Education. A B.A. in another field may be substituted if the candidate is able to demonstrate 15-30 quarter credits in ECE.
  • Three years supervisory experience in a realted setting, including group organizing and working with families.
  • Knowledge of and familiarity with the practices and principles of Early Childhood Education, including curriculum, assessment, individualized learning, promoting parents as their child’s first teacher, continuity of care, and teacher/caregiver/home visitor training and supervision.
  • Knowledge of and familiarity with local social service resources, referrals and networking opportunities.
  • Experience with data collection and analysis.
  • Demonstrated ability to relate to and work effectively with individuals from diverse cultural and economic backgrounds.
  • Good interpersonal and communication skills, including the ability to work as part of a team, communicate effectively both orally and in writing, receive and provide feedback, and manage dynamic interchanges in meetings.
  • Experience with resolving problems, preparing work schedules, and setting deadlines to ensure completion of operational functions.
  • Experience in education program management, including program planning, operations, and evaluation and the use of management information systems.
  • An understanding of the Head Start philosophy and the ability to implement its principal of shared authority and decision-making.
  • Establish a professional development plan and participate in ongoing professional development.
  • Willingness to comply with established agency performance standards which may include: productivity/personal responsibility, client/customer service orientation, embracing a team player orientation, entrepreneurialism, and maintaining a professional demeanor.
  • Willingness to comply with Head Start Standards of Conduct by promoting the unique identity of each child and family; conforming with program confidentiality; following child supervision and guidance policies; and refraining from soliciting or accepting personal gratuities, favors, or anything of significant monetary value from contractors or potential contractors.
  • Must have reliable transportation and be able to travel independently to Child Development service sites and meetings.
  • Current Food Handlers certificate within 30 days of employment (maintain current certificate during employment).
  • First Aid Certification (within 30 days of hire).
  • CPR Certification (within 30 days of hire).
  • Current Blood Borne Pathogens training within 30 days of employment (maintain current training status during employment).
  • Child Abuse and Neglect training (within 2 weeks of hire).
  • Current Health Exam (must be obtained prior to employment). {PS 1304.52}
  • Current screening for tuberculosis (must be obtained prior to employment); rescreen as necessary. {PS 1304.52}
  • Department of Early Learning portable background check
  • Must pass Neighborhood House Background Check Requirement.
  • Position requires Washington State bi-annual criminal background re-check.
Desired Qualifications
  • Familiarity with and experience implementing Head Start/Early Head Start performance standards preferred.
  • Bilingual ability.
  • Current or former Head Start and Early Head Start parents receive preference for employment vacancies for which they are qualified.
